scouring pad? I am a painting novice, so I just wanted to confirm that the point was to intentionally scratch up the chrome with an abrasive like that?

Nightsbane. You want to scuff the surface to roughen it so the paint has some thing to stick to. A very smooth surface will allow the paint to peel off all by itself as it has nothing to really adhere to.

One other question I did have, is what parts you can/have blacked out? Just the exhaust pipe or other parts as well?
