scouring pad? I am a painting novice, so I just wanted to confirm that the point was to intentionally scratch up the chrome with an abrasive like that?

Nightsbane. You want to scuff the surface to roughen it so the paint has some thing to stick to. A very smooth surface will allow the paint to peel off all by itself as it has nothing to really adhere to.

As long as you don't use too aggressive of sandpaper.Heavy scratches will not be hid by paint,more the opposite.

The rectangle green kitchen scouring pad was perfect with the WD40 sprayed on it. I did the same thing to clean my cast wheels.

One other question I did have, is what parts you can/have blacked out? Just the exhaust pipe or other parts as well?

Your only limited by your imagination.The signal bodys,rear frame covers,triple tree cover,chain guard or fork bottoms.
