oil leak

Now take into concideration that this bike has not been rode in quite awhile and I hav put on 90 miles in 2 days, but I notice some oil leaking from the engine after I got done riding. Is comming out of the front from where I think looks like a silicone type seal. Is it normal or do I have a problem?

This is actually where the leak is comming from. Both the nuts are tight, is there a gasket behinf that small plate?

That plate allows access to adjust the valves.It is sealed by a o-ring.It is likely dried out and hard from non-use.
