Really newbie dumb tool question

This is dumb, but I have to ask. What is this tool from the kit?

Isn't that like a compact breaker bar for tougher bolts?

Not a dumb question. If you don't know, you just have to ask and we will clear up your question. We have all been there at one time and are either self taught or taught by others.
Never let the lack of knowledge make you feel dumb about your bike. You went to school to learn your three R's and this forum is just a school about bikes and people who ride them.

I had no idea either, 'course my bike didn't come with the tool kit, so I'd never seen it before, but I was guessing it was the mystical, elusive sparkplug socket.
Don't lose your OEM tools! Haha, replacements are expensive!
