Cam Tensioner?

Just noticed this part is ripped and needs to be replaced, but wasn't 100% sure what it was...

After looking at the parts manual it looks like it could be the Cam tensioner? It's a long rubber part on the left side of the bike and is near front sprocket too. Can anyone verify?

Cam tensioner would be an internal part of the head.

Looking @ Ronayers, that's called a "Buffer - Chain touch defense" and included a bolt and a spacer.

Part numbers:

Yup, the Buffer is sacrificial bike part. It saves other parts from wear and tear. A properly adjusted chain helps it last longer.
