Stabile Highway Pegs

I recently bought a Suzuki engine guard, and a set of highway pegs. I installed the engine guard first and then the highway pegs. When I finished everything felt firm, but as soon as I started to use them on the highway I could feel the engine guard torque this way and that. The flimsy brackets that they gave me to attach the engine guard will twist a little bit every time I put my feet on them.
It always seems to be in place and not touching exhaust when I check it though.

Does anyone have any suggestions?
