Exhaust gasket

I am an idiot I replaced the exhaust gaskets on my bike and now this bolt (picture) is coming up short and I can't put the bolt in any idea what I did wrong?

Loosen bolts at the head & line everything up in proper position than tighten.

I tried that several times should i get another set of gaskets or just take it to a shop?

So you loosened the bolt the header and still have not enough wiggle room to line it up ?

That is not right, with these steps from scratch (Exhaust off);

Put gasket on
Line up exhaust
Screw bolt in 3-4 threads on header
Line up hanger and screw in 3-4 threads

Then slowly torque all three to spec.
