It may not need a gas tank since there's no drive chain or lighting, I'd say this is a wonderfully built piece of artwork, but probably not an actual running machine.

I don't see clutch or brake levers. See 4th photo. There's the sprocket but no chain. Could be a work in process, but I bet it's just nice art.
