i kind of think its like that every where but 5 years sounds a little excessive. here they start like 20 road projects at once and it usually takes at least a year of not 2 or 3 to get them done. dont you think they would just focus on one thing at a time and blow it out. than move on to the next

It's likely all about funding. Start a bunch of projects and keep getting funding every year to finish the job. Politics have a lot to do with it. Keep the projects going and get re-elected to finish the job.

It probably also helps keep the construction guys employed. If you were just working on one thing, you might only need like 20 guys. If you have 10 projects though, you might have like 200 guys working and everyone is happy.

They've ripped up Main Street here in Gainesville, in the middle of the school semester...football season! Why have one of the main roads in town ripped up during the busiest time of the year? No idea. I'm sure all of the local businesses there are suffering though.

Sounds like the Canadian Prairies. Summer is the only time they can do any road work. Of course it doesn't help when some cities have a fiscal year starting in June and there is money to spend for repairs etc. And by December there is no cash for snow removal on the streets.
