Rectifier grounded directly to frame?

I have quite the oddest problem with my charging where the voltage actually goes UP at IDLE and comes DOWN at 3000 RPMS. I'd say at idle I'm getting 14.3 volts and at 3000rpm I'm getting 13.6. I wouldn't necessarily have a problem with this since it's still at charging spec but if I go riding and park it often times when I return to start the bike it has a slow crank and I have to push start it. I've checked all the connections and getting continuity through each. I sprayed contact cleaner on all the connections. I bought a new battery today to see if that fixed the problem and it did not. I checked and cleaned the ground coming out of the battery which I noticed is connected to the engine. I bought a used RR off of ebay and the problem didn't change. The stators diodes are reading fine as well as the AC output clocks in at about 53volts at idle and maybe 78volts when I rev the engine. I know that the rectifier is grounded through the black wire but does it also need to be grounded directly to the frame?
