As far as I know, their function is to reduce vibration in the handlebars.
They also increase the mass that rotates around the steering column, so maybe they also stabilize that (counteracting tank slapping).

The only thing that I've found, is that if the bike goes down, the bar ends hit the ground first, and stop serious damage to the mirrors.

And they look cool too.
They will also save your clutch and brake levers in a drop in most cases. |
