Generator cover cap removal?

Guys,
I'm trying to remove the Generator cover cap. It's very tight. I soaked some WD 40 on it, but no luck. I don't have a good tool a started maring the grove so I stopped. Any tool suggestions?

A big flat washer & Vice Grips work well or a small pry bar.
