I doubt very much that it would be stable at a standstill, let alone at speed.
I'll bet $100 that without those tethers that thing flips over to one side and decapitates the rider while muching his faliing legs into wood chips.

Well..... that's how they started testing the "flying bedstead" just after WW11. It took a lot of experiments, but eventually turned into the Harrier jump jet.
