It has 2 brackets that attach to the fender support. Comes with the hardware.

I've got a SHAD luggage box on my rack, & my wife prefers it to a back rest (cissy bar) :2tup:

No, I don't think so. I wouldn't put more than 5-7 lbs. on it.
