Tuning the idle to 1300 rpm (engine stalls)

My engine often shuts down/stall when I:
1) stop,
2) fire her up without putting in some gentle throttle,
3) clutch coasting without throttle.
Per cayuse (viewtopic.php?f=5&t=5086), I suspect my idle has too little fuel in the mixture.

Before I try it myself, any tips on how do I go about tuning the idle of my GZ 250 to 1300 rpm (per 2-7 of the service manual)?
