previous owner painted the chrome trim on the rear fender,

I don't know why the guy did this but he painted it this dull Grey bare metal looking color and in my opinion it looks like crap. some of the paint is chipping off a little and i can see the chrome under the paint,

what can i safely use to remove the pain that wont ruin the chrome and is that real chrome or is that the cheep fake chrome
