Carburetor Issue

I recently bought a GZ250 as a project. It's a 2006 that hadn't run since 2007.

I've been through the carburetor about 5 times. It seems spotless. I've even replaces the float and have done a K&L Rebuild kit on the carb.

I also did a K&L Rebuild on the petcock. The Petcock seems to to be working correctly now. If I disconnect the fuel line from the tank and try to start it, fuel is delivered.

So the Bike starts strong about about 3 second later it starts to bog down. If I add throttle it dies immediately or about 5 seconds later if I don't apply throttle.

After that it won't start again for awhile.. Seems like it's flooding. I can't seem to figure it out.

Anyone have any ideas?
