Need help. GZ250 willl not start!

Hey yall, I just bought a used 2003 GZ 250 that wont start. I have done the following:
Cleaned carbs twice(jets, needle, bowl, checked floats, not stuck)
New fuel filter
New Spark plug gapped at .6mm

I know gas is getting into the cylinder, ive cleaned the carb, and double checked it.

kickstand is up when trying to start, clutch pulled, fuel is in "on" position,
all hoses are hooked up.

I took spark plug out and kept it plugged in while starting, and toucjed to engine cylinder, and gets spark...

A friend and i tried push starting 10-15 times and still wont start....i have no idea what to do now...ive tried and fixed everything i can think of. wracking my brain!
