Is there any difference between the one listed in the JC Whitney catalog and the "Throttle Rocker 2" that is listed on the Throttle Rocker website?

THe throttle rocker CAN be operated with your thumb if you set them up that way. I have and used them with my thumb for over 19,000 miles now. Actually I have them setup so I can use my hand or thumb.
