lowering question

ok so basically the previous owner of my bike took the rear suspension off and replaced them with short rods to the point where the seat is just above the rear wheel. i put the suspension back on today to see what it looked like and it just wont do. so im wondering if there is a way to still have a lower bike but with the suspenion on. compressed springs? shortened shocks? after market? or perhaps the suspenion from another bike? :??:
