2001 GZ250 jet-needle

Can anybody confirm if my carb should have a jet-needle (p-om) above the main jet holder please? It is a 2001.

I have seen 2 diagrams which conflict each other i.e. one has it shown and the other does not.

The symptom if that the bike idles nicely but dies when the throttle is turned.
The jets are clear and the jet holder is clear; fuel is flowing freely to the carb;
This seems like it might be the culprit.

I bought the bike with this condition and it hadn't run properly since the PO had it looked at by a garage - I suspect they lost the jet-needle (p-om)when the disassembled the carb.
