Chrome removal

I wanted to know if anyone here knew of a easy way to remove chrome from the rims for a proper painting. I want to do something to match the color of the bike as well as remove rust.

Tools I have include:

handheld abrasive blast gun
10lb portable soda blaster
dual action sander
wire wheels for drill
bench grinder
cleaning prep pads for an air grinder
hand files
steel wool
sandpaper

I am looking for the easiest method of removing finish to bare surface... i have many more tools those are just what i think of when it comes to surface preps and finish removal.
