In general, I'd suspect a bad connection, or a short, but I'm having a hard time deciphering the measurements you described.

What does this mean? "2.98 ohms on my ground on ignition key off" You mean you measure almost 3 ohms from battery minus to the frame? Or were you measuring volts? Not understanding.

And what units are these measurements supposed to be? "speedometer gound wire is reading 0.04 allong with the clutch switch depressed reading 0.04" Volts? Ohms? Amps? And measured under what circumstances?
