You will find 3 different makes of modulators available. Get the most expensive one. I have forgotten the names of them but the good one that will actually last is the high $ unit. Found out by trial and error.
They are legal in the U.S. and Canada which have the identical specs and requirements.
Both of our bikes modulate on high beam which is the most noticeable.
