You could always just make your own saddle bag support brackets, like Tonckawa did, and modify the design to work as a lift as well:

I am not having any problem with them getting too close to the wheel only a problem of them drooping too far down so i made a support that holds the bag straps higher so that they sit level with the bottom of the seat. I was thinking something like this would do it...

using 2 3/4" long bolts to hold them to the bike
