And elevate the bike by extending the rear shock as much as possible and maybe even pick up the bike from underneath the frame to get the rear tire off the ground to separate it as much as possible from the fender so you can get your fingers and a wrench in there to work on the bolts and nuts.

I tried the one bolt at a time method for that thing. Not possible. Its made sturdy has no flex at all and when you try to do one at a time or even one side at a time it sits cock eyed and its such a tight fit its impossible to get the bolts through sitting sideways. Its an extremely tight fit. I got 3 of the spacers in but wasnt able to get the 4th in since it was so tight and not enough play to get it in.
