?????????????? You mean a bike shop does the annual check? Phewwwwwwwwwwww! Both here (Spain) & England, you have to go to a test centre, & the test is really tough. The brakes are tested on a rolling road, & the pass certificate (or fail certificate) gives you an accurate readout of the results.
In England, all vehicles have their first test on their third birthday, then every year after that. In Spain the test starts on the vehicle's 4th birthday, then every two years up to its 10th birthday, then every year after that.
