The carburetor was already recently cleaned at a service center.

Tuning the idle to 1300 rpm (engine stalls)
My engine often shuts down/stall when I:

2) fire her up without putting in some gentle throttle,

NOT the battery anymore
I put in a new battery. The voltage for the new battery was over 12.9V. The turning over sounded consistent but the bike could not fire up.
I was using the choke. There was gas in the fuel tank....

I just got the bike too. I had the same problem. I was confused why I couldn't turn the key into lock.
The secret is to wiggle the handle bars while turning your keys into lock.
