How do I tighten my chain, it has about 2-3 inches of play in it, how much should it have??

Do a search and all will be revealed. Do you have an owner's manual with bike ? It is in there too.

If it has 2"-3" of play, I don't think I'd be wanting to ride until it was set to spec. There's a real danger of it jumping the sprocket & jamming up.

My chain is set all the way to back wheel, cant go further. I have about 1" 1/4 slack and it bounces and hits the bike when riding. I think i need a new one it may be to stretched out.

Sounds like you really need a new chain. Pull the cover off the front sprocket and check it too. A chain past it's service life will do nasty things to a smaller sprocket very quickly.

Have any of you measured the chain according to the manual to determine if it is in fact streachd beyond serviceability?

If the wheel is all the way back & no adjustment left, that about says it all.

Not if it is the wrong chain. If it is the right chain with the right number of links it should be way out of spec long before there is that much slack. That is why I wonder if it is the right chain.

If it is the right length chain with that much wear and stretch it has probably done some major wear and damage to the front sprocket. A visual inspection and maybe a pic for us to see would be nice.

I have seen stretched & worn chains & sprockets be out the full adjustment on the wheel & people contemplating taking out a couple of links to get more use out of a worn out set of chain & sprockets.

You must have read my autobiography: Motorcycle Repairs by Dummies. I only did that once on my 1st bike, never again.

I have also seen chains that have an extra link for whatever reason yet are well within service specs. If you have a previous owned bike there is just no telling what crazy things you might find. The standard is the measurement across a specified number of links regardless as to where the chain falls out on the adjuster.
