Trying to buy a used bike

I have been trying to buy a used GZ250 for the past few weeks. I am very suprize to see that people are asking 1000 to 1500 over KBB and NADA. Today I looked at a 03 with 8K in OK condition, they wanted 2600. Is this normal ?? What is the best way to pick one up at a fair price ?? Thanks in advance
