I just bought a red y2k gz250 and I'm loving it. Found this site and it's great.
* What are the first things I should do with a new-to-me bike with 9999 miles? The oil looks a little dark so an oil change seems obvious, tires as well, anything else?
* What are the best tires for year round riding in seattle?

Welcome.Valve adjustment should be checked,chain cleaning & adjustment,check air filter & drain air box.Good luck.

Yes check the date code on the sidewall of the tires and replace if older than 5 years.
The best tires for year round in Seattle are probably the stock Metzelers, but I'm in no way expert on tires.
When I had motorcycle class, the stock tires held well on wet pavement.
Also, check tightness of frame bolts, oil cables, check spark plug, replace front brake hose & fluid.
Please download the manual from here, and read chapter 2 about regular maintenance. Maybe there is something else.
